Prepare meatloaf mixture: Combine ground beef, eggs, breadcrumbs, salt, black pepper, garlic powder, and onion powder in a large bowl. Mix thoroughly.
Shape meatloaf: Transfer the meat mixture to parchment paper and shape it into a rectangle with a well in the center.
Add cheese and liquid: Fill the well with mozzarella and Parmesan cheese, then pour in milk.
Seal meatloaf: Fold meat mixture over the cheese and liquid filling, ensuring no gaps.
Prepare potatoes: Toss chopped potatoes with olive oil, salt, and pepper.
Arrange in baking dish: Place meatloaf in a greased baking dish and surround with potatoes.
